This site is dedicated to the lighthouse restoration and lighthouse preservation of the Punta Tuna lighthouse. This USCG Lighthouse is considered part of the National Park Service, as it is one of the Puerto Rico National Historic Lighthouses. It is known but many names including, Tuna Point lighthouse, Point Tuna lighthouse, Faro de Punta Tuna, and Maunabo lighthouse. The Point Tuna Lighthouse is located in Maunabo, Puerto Rico and this site contains, lighthouse pictures, lighthouse photos, lighthouse blueprints, lighthouse facts, lighthouse images from space, weather at the lighthouse, Maunabo weather and weather for all of Puerto Rico. There is also detailed information, on the Maunabo Wetland area, and plans for the coastal security and port security of the United States.
As some readers of this page are aware the USCG is divorcing itself from the physical structures of lighthouses, and light towers, that occupy all the rivers, bays and waterways around the United States. This separation is being done under the provisions of the National Historic Lighthouse Preservation Act of 2000. Our corporation (TPLI) will be participating in the aforementioned program when the Point Tuna Lighthouse in Maunabo Puerto Rico becomes available. For your information, the USCG lighthouse system is now under the jurisdiction of the General Services Administration.
One of our concepts in the plan for this lighthouse is to mount internet controllable cameras so the public can access the Tuna Point location at any time. A user can see a demonstration of this technology at the following site:
While working on these concepts, the TPLI staff studied a map from 1890 of the island lighthouse locations. The map is shown below:
What hit TPLI staffers about this map was the range rings of the lighthouses. In addition to guiding ships to port, or coastline, properly equipped towers could cover and alert the entire island to approaching danger. Because of other involvement with the US Government, TPLI is always thinking of the many issues that face the US and its citizens. In these troubling times, much of our focus has turned to homeland security. The entire US coast line is dotted with lighthouses and their range rings. Utilizing existing US towers with TPLI's proposed camera system, would reveal illegal approach of possible terrorists, smugglers, or vessels.
Our staff moved forward and gained access to high-resolution aerial photos (from all angles) of all the lighthouse structures in the US. This was to determine potential positioning of equipment. The next move was to research Infrared camera equipment so this potential system would be able to scan or "see" night and day.
For security purposes, an undisclosed format of IP addresses will be utilized for this system from undisclosed locations around the US. Even the controllers will be resident on ultra secure servers at different locations from the camera servers. The system will be totally secure.
Each lighthouse will be equipped with 2 cameras. Camera # 1 will be in standard vision; camera # 2 will be in infrared vision. Both cameras will have zoom capability. These would be attached to digital computers with record and send capability. Software would identify targets and set off alarms at monitoring stations alerting staff. These cameras have an approximate 12 mile range. This gives the monitors a 24 mile sweep of arc in both standard and infrared. There are 504 lighthouses and similar structures remaining in the US. At 24 miles each that is 12,096 linier miles of coastline coverage, or 114,000 square miles.
Information obtained from TPLI lighthouse systems could be be tied to the Waterway Watch program. The Waterway Watch program is a spin off of the USCG and USCG Auxiliary. It is a program designed for drawbridge operators, harbor masters, and others associated with on water operations. To watch a video regarding this program please access the link at the bottom of this page. The WWP, in theory, falls under the jurisdiction of the Department of Homeland Security. Therefore, these cameras could be monitored by a group from WWP, Immigration and Naturalization Service, Drug Enforcement Administration, or directly by the Department of Homeland Security. Terrorists, Illegal alien entry, drug trafficking or coastline attack, would be revealed by properly equipped and monitored TPLI lighthouses.
The Test Site
If the system were to use Puerto Rico as a test site for the US mainland, Punta Tuna could be the first in a chain. Other key lighthouses would be Cabo Rojo, Cabo San Juan, Arecibo, and others depending the needs of the Department of Homeland Security. Puerto Rico would be the test case encircling the island as shown on the map at the top of the page. The key site would be Punta Tuna. It would be the first installation as well as the center of activity.
If the Department of Homeland Security likes the results received from the initial installations, lighthouses all over the US could be outfitted with this technology. The Homeland Security Department would have live monitoring, and analysis capability.
Here is the win/win situation. Most of these lighthouses are falling apart with no money to even keep a coat of paint on the structures. The process under the NHLPA takes years, and at most the GSA and the National Park Service (NPS) can handle perhaps a dozen per year. If the department of Homeland Security could have a reason to keep these historic structures in maintainable condition, well you get the idea.

This is a great plan! Each Government department our staff has contacted reports glowing acceptance of this proposal. The Chief of staff of the GSA would like to take point. Why hasn't this project begun? TPLI has emailed every House member, Senate member, and every Governor with the basic plan. Our staff has experienced some surprising responses. Almost all sent back a form letter stating "since you are not a resident of our state, we will not be able to respond to your proposal". TPLI only had 5 positive responses confirming our plan would be forwarded to the proper agencies.
Security of the nation? Is anyone listening? Our staff reconnected with government heads, and "off the record" gave staffers very frank answers regarding the way things work in Washington. So, Capital Hill does not care?
The people in the government trenches think TPLI's concept is phenomenal. As president of TPLI my staff looks to me for direction. At this point, even with the government saying no, TPLI is saying yes. Great ideas are great ideas, no matter who gets them or where they come from.

We have received a number of requests to define the kind of targets that we are referring to when we talk about protection by the TPLI system. Although we do not want to reveal too many details for obvious reasons, here are a few from around the country.
Below is Artificial Island, on the upper Delaware Bay in New Jersey, it contains 3 nuclear reactors. If you look closely you can see it is unguarded by even a fence from the waterway side. Its lighthouse guardian would be Ship John Shoal, to the south east on the Delaware River.
Next find Oyster Creek the oldest commercial nuclear reactor in the country, located in Ocean county New Jersey. As with Artificial Island you can see it is unguarded by even a fence from the waterway side, and even has docks for boats to pull up. Its lighthouse guardian would be Brigantine Lighthouse, to the south east on the coast.
From the west coast Diablo Canyon, twin reactors, in San Luis Obispo County California. Looking a the picture, you can see that even though it is a coastal instalation, there is a refuge harbor built for boats to pull up. Its lighthouse guardian would be San Luis Obispo Lighthouse, to the south on the coast.
Below on the Hudson river in New York state, Indian Point power plant. Three reactors all in one location. Note carefully the river along the plant. It is almost one large dockage for boats to pull up. Its lighthouse guardian would be Stony Point lighthouse, to the south on the river.
Below is Dover Air Force base in Delaware. You can see just to the south the St. Jones river, which runs a short distance out to the Delaware Bay at Bowers Beach Delaware. As you can see there are many places along the river where a boat could be exited and people run up to the fence line and on to the base. This base represents 25% of the cargo lift capacity of the entire Air force. Its lighthouse guardian would be 14ft Bank lighthouse, 3 miles off Bowes Beach.
Below is the Bangor Trident Base in Bangor Washington. Based here are the
USS Henry M. Jackson, USS Alabama, USS Nevada, USS Pennsylvania, USS Kentucky, USS Nebraska, USS Maine, USS Wyoming, USS Louisiana. You can easily see the subs in dock and since the base in located on a man made triad in the middle of the waterway, there is little to no protection. The base sits in Squamish Harbor. Its lighthouse guardian would be Point No Point lighthouse, to the north at the harbor entrance.
Below is the Bremerton Washington Navy Yard. The huge number of ships under repair at any time is staggering. In the center of the shot you can see 2 Trident submarines, one with its missile doors open. Because of the large size of the base it requires 2 lighthouses to protect it. Its lighthouse guardians would be West Point lighthouse, to the north and Alki Point Lighthouse to the south.
Below is the Kings Bay, Georgia Trident Sub base. Based here are the USS Alaska,
USS Tennessee, USS West Virginia, USS Maryland, USS Rhode Island, USS Wyoming. Not only is this a staging base but also a repair base. At the time this picture was taken, all subs were apparently out to sea, but of course we do not know what is under the protected cover dry dock. Its lighthouse guardian would be Amelia Island Lighthouse, to the south.
Below is Naval Station Norfolk, Virginia. When the 78 ships and 133 aircraft home ported here are not at sea, they are alongside one of the 14 piers or inside one of the 15 aircraft hangars for repair, refit. Naval Station is homeport to aircraft carriers, cruisers, destroyers, large amphibious ships, submarines, and a variety of supply and logistics ships. Its lighthouse guardian would be Ft Monroe Lighthouse, to the north.
Below is Naval Submarine Base New London, Connecticut. Based here are Los Angeles-class submarines; USS Philadelphia, USS Memphis, USS Dallas, USS Albuquerque, USS Augusta, USS Providence, USS Pittsburgh, USS San Juan, USS Alexandria, USS Annapolis, USS Springfield, USS Hartford, USS Toledo, Seawolf-class submarines; USS Seawolf, USS Connecticut, Virginia-class submarines; USS Virginia, USS Texas. Based on the number of subs based here we are recommending 2 lighthouse guardians. Those lighthouse guardians would be New London Harbor Light and New London Ledge Lighthouse, both to the south.
Below is Naval Base at Sand Diego and the Submarine Base at Point Loma California. At the Sub base are stationed the USS Portsmouth, USS Houston, USS Salt Lake City, USS Helena, USS Topeka, USS Asheville, USS Jefferson City, and the USS Hampton. A thoroughly modern, state-of-the-art naval facility, Naval Base San Diego is now homeport to approximately 50 ships, including 37 U.S. Navy ships, two U.S. Coast Guard cutters and various ships of the Military Sealift Command, as well as research and auxiliary vessels. Soon, the base will welcome the Navy’s newest and most advanced 21st Century fleet platforms known as Littoral Combat Ships. The lighthouse guardians for this massive facility would be again 2 lighthouses, the New Point Loma Lighthouse and the Point Loma Bay Lighthouse both at the mouth of the harbor.
Below is MacDill Air Force Base, just south of Tampa Florida. The 6th Air Mobility Wing based here is a 3,000-person force capable of rapidly projecting air refueling power anywhere in the world. Two issues here are the large amount of fuel stored and the KC-135 tanker planes themselves. Clearly you can see the base is surrounded on 3 sides by water. In the past this was seen as a safe guard, now we know better. The lighthouse guardian for this base would be Egmont Key Lighthouse, to the south.
We list commercial and military targets here as we do not wish to insight fear by listing civilian targets, but based in news events of early June 2007, its too much of a "we told you so" not to point it out. A terror plot was foiled at JFK International Airport. The plan was to blow up the pipe line leading to the fuel storage tanks setting off a chain reaction fire / explosion. Picture 1 shows the tanks and and small dock where a landing could occur immediately across from them. Picture 2 shows the pipe line leading out into the bay where barges unload the fuel (by the words image NASA). The lighthouse guardians for this location would be Romer Shoal Lighthouse and West Bank Lighthouse both the the west.
